Dubai layover guide: How to leave the airport with a 48 or 96-hour transit visa
Visa rules, application steps, costs and airport timings explained
DUBAI – Passengers with a Dubai layover do not necessarily have to remain inside Dubai International Airport for their entire connection.
Eligible travellers can leave the airport and enter the UAE if they already qualify for visa-free entry or visa on arrival, or have secured an approved transit visa before reaching immigration. UAE authorities offer 48-hour and 96-hour transit permits for eligible passengers continuing to another destination, providing a short window to enter Dubai during a connecting journey.
Travellers who need advance permission should arrange the appropriate visa before travelling. GCC citizens and passengers eligible for visa-free entry or visa on arrival follow the entry rules applicable to their nationality. Emirates advises passengers to check the requirements for their passport nationality before departure.
Leaving airport
After landing at Dubai International Airport, passengers with an approved transit visa can proceed to passport control rather than following the airside Connections route. Once immigration clearance is completed, they can enter Dubai for the period authorised by their visa.
Baggage arrangements depend on the ticket and itinerary. Emirates normally tags checked luggage through to the final destination when connecting flights are on the same eligible itinerary. Passengers travelling on separately booked flights may instead have to clear immigration, collect their baggage, pass through Customs and leave the terminal before continuing their journey.
The transit permit allows entry for either 48 or 96 hours. The General Directorate of Residency and Foreigners Affairs (GDRFA) describes it as an entry option for foreign nationals transiting through UAE airports and continuing to another destination.
Applicants need a recent colour photograph, a passport valid for at least six months and a confirmed onward ticket. Both transit visa options are non-extendable.
Applying for visa
GDRFA requires transit visa applications to be submitted through approved airlines or authorised service intermediaries. Current application channels include airline websites and other approved operators.
Emirates passengers can apply through the airline's Manage Your Booking service after their ticket has been issued. For its online visa service, Emirates requires the Dubai arrival and departure sectors to be under one booking reference. Both flights must also be operated by Emirates for this particular application route.
The airline recommends submitting an online application at least four international working days before arrival. Eligible passengers can also apply through the Emirates Commercial Visa APT office at Dubai International Airport Terminal 3.
A machine-readable passport is mandatory for the Emirates online application route, while passport validity must extend for at least six months from the planned travel date.
Visa costs
Emirates currently lists its prearranged 48-hour transit visa at $10 (Dh36.73), inclusive of VAT. The 96-hour option costs $49 (Dh179.95). Both visas have a 30-day validity period before entry, with the permitted stay beginning when the passenger arrives in the UAE.
Neither visa can be extended.
GDRFA separately lists a service charge of $13.61 (Dh50), while additional charges may be applied by the airline or authorised intermediary processing the application. Travellers should therefore rely on the final amount shown through their selected application channel, as processing charges can vary.
Dubai Connect passengers may have a different process. Emirates provides eligible Dubai Connect customers who require advance UAE entry permission with a complimentary 48-hour visa. The visa must be arranged before arrival and remains subject to immigration approval.
Returning to airport
Travellers who leave the terminal during a layover need to allow sufficient time for immigration, security and the onward boarding process.
Emirates advises passengers who need to collect baggage and check in again to complete passport control and security requirements 90 minutes before departure. Economy Class and Premium Economy passengers should reach their gate at least 60 minutes before departure, while First Class and Business Class passengers should reach their gate at least 45 minutes before departure.
Separate tickets require additional planning because passengers may need to collect checked bags, leave the arrivals area, transfer between terminals and check in again with the onward airline.
Visa approval remains subject to UAE immigration requirements. Having an airline booking does not by itself guarantee entry into the country. Travellers should confirm their visa status before departure and keep their approved entry permit and onward ticket available for immigration processing on arrival.
